In 2000, Berezovsky quarreled with Vladimir Putin, emigrated from Russia and became active in the CIS countries, trying to counter the Kremlin's policy from there. The following year he founded the New York-based Foundation for civil liberties to support democratic reforms in the former Soviet Union.
